From Venezuela to Miami is about 1500 miles. Do you really think those boats with outboard motors can make it to the US without filling for gas a few dozen or so times? Just asking. But that's beside the point. Normally one would stop them, board the boat, and take it from there.

Striking a boat full of unarmed civilians is murder. The first strike was murder. The followup strike was also murder.
