创意有可能来自东方建筑装饰，比如华表、望柱、镇脊兽一类。但现代语境下，乌龟是妥妥的胆怯、萎缩、绿帽的象征，所以如今美国网友用起来，那是恰如其分比喻了美国威信形象坍塌。乌龟还在骑虎难下拼命挣扎，但那些把乌龟抬上去的人，缺少把它抬下来的方法。
