Lots of people don’t. The main difference being that ethnic cleansing can be done by simply moving the people elsewhere without violence (though I can’t think of a time when violence wasn’t used as well), whereas genocide is making every effort to slaughter an entire population. It’s quite subtle.

Let’s use the correct term - genocide. Ethnic cleansing was a term coined during the Yugoslav Wars. It’s now used as a way to soften the media portrayal of genocide, because certain people are, for some reason, unwilling to admit what is happening.
