This is particularly concerning. While on the surface, it may seem boilerplate, we have to read it within the context of today's environment.
If you don't recall the Tailhook scandal of 1991 or even the movie A Few Good Men, you need to refresh yourself. We're being taken back to "the good ol days"

SUBJECT: Review of Hazing, Bullying, and Harassment Definitions
Department policy defining conduct by Service members that constitutes hazing, bullying, and harassment is overly broad, jeopardizing combat readiness, mission accomplishment, and trust in the organization. To maintain a lethal and ready Force, leaders must be empowered to make the right decisions, enforce standards, and restore good order and discipline. However, definitions that are overly broad hinder leaders' ability to effectively execute the mission.
I am directing the Under Secretary of War for Personnel and Readiness to conduct a 30-day review of the Department's definitions of these behaviors. When commanders face undue administrative burdens, it distracts from their core mission. This review aims to strike a balance, ensuring leaders have the tools necessary to foster a warrior ethos rooted in mutual respect and accountability, while also maintaining a lethal and ready Force.

You want to know what non-compliance looks like? It looks like whatever the hell you want it to look like. It’s not about heroism or martyrdom. It’s about being a magnificent, ungovernable pain in the ass. It’s about weaponizing inconvenience, absurdity, and joy against a system that demands fear and obedience.
Throw a wrench in the works—everywhere, all the time. Fill their inboxes with existential poetry. Tape absurd messages in public places: “Authoritarianism gives you hemorrhoids.” Get petty. Get weird. Flush their toilet paper. Release crickets in inconvenient places. Spoil their scripts, trip their rhythm, yank the narrative from their hands.
Because here’s the ugly truth they don’t want you to hear: authoritarianism only works when the people allow it to work. It’s a performance, a bluff, a collective hypnosis. Break the spell. Mock it. Undermine it with your refusal to kneel.
But here’s the thing—this has to be everywhere. Everyone. We need resistance so widespread, so creatively chaotic, so utterly unmanageable, that the regime cracks under the weight of its own overreach.
Be bold. Be clever. Be feral.
And above all—DO NOT COMPLY.

The Defense Dept has deleted references to Black, Hispanic & female service members as well as topics such as the Civil War from its website in order to remove all references to diversity, equity, & inclusion.
Sgt William H. Carney, a former slave, is the first black man to get the Medal of Honor.

Of the 3,498 service members who have received the Medal of Honor throughout U.S. history, only 88 have been black. The first, pictured here in a black and white photo is Sgt William Carney shown wearing a 3 piece suit and his medal of honor pinned to his left chest pocket area.
On July 18, 1863, the soldiers of Carney's regiment led the charge on Fort Wagner. During the battle, the unit's color guard was shot. Carney, who was just a few feet away, saw the dying man stumble, and he scrambled to catch the falling flag.

Despite suffering several serious gunshot wounds himself, Carney kept the symbol of the Union held high as he crawled up the hill to the walls of Fort Wagner, urging his fellow troops to follow him. He planted the flag in the sand at the base of the fort and held it upright until his near-lifeless body was rescued.

Even then, though, he didn't give it up. Many witnesses said Carney refused to give the flag to his rescuers, holding onto it tighter until, with assistance, he made it to the Union's temporary barracks.

Promoted for His Actions
Carney lost a lot of blood and nearly lost his life, but not once did he allow the flag to touch the ground. His heroics inspired other soldiers that day and were crucial to the North securing victory at Fort Wagner. Carney was promoted to the rank of sergeant for his actions.

For his bravery, Carney was awarded the Medal of Honor on May 23, 1900.
