If the NE, West Midlands, Scotland mentioned = existing Freeports.

There are more Freeports now. London excluded as it's a separate entity. I referenced 8, because that was the original number + SEZs which have since been expanded and interconnected. The important point is how much of the investment is in areas of such excessive govt £ support + deregulation.
