If you can’t cram motive for one of this “administration’s” actions into one of these four, it’s misdirection while they do something the motive for which is one of these four.
Blast an unbaked email, create mass confusion, make managers dream up their interpretation of the guidance, and then days later say, "Nevermind."
Then another email kicks off the whole process again.
