A 1939 photograph, often reprinted, shows WPA workers with tools and paintbrushes working to put in a new curb on a street; near them, an artist works at an easel, sketching their portrait in charcoal. 13 The roadworkers were employed by the WPA and so was the artist, Alfred Castagne. 14 The photographer is unknown, but there is a good chance that artist too was working for the WPA.
