“Plenary authority” means “absolute unqualified authority.” You won’t find that in our constitution. It’s an attribute of emperors, kings, dictators, “the Fuhrer,” etc. (Perhaps John Roberts can find it in the constitution with his special X-ray glasses.)

Not fair of your editor, since the two films shared a title and nothing else. When I first saw the Lloyd movie sometime in the ‘90s, I realized with a tiny shock that the Marx Bros were heavily indebted to it for the football game in Horse Feathers, still a favorite.
