• Establish systematic end-use monitoring for exported tools

As the European Commission evaluates the Dual-Use Regulation, the EU has a crucial chance to act. We set out concrete steps to close gaps and strengthen oversight so misuse cannot continue unchecked. Here are our key recommendations

Our research, drawing from exclusive case studies in 🇫🇷, 🇳🇱, 🇩🇪 and 🇮🇹 shows the only binding EU framework on spyware exports is not keeping pace. Fragmented national approaches, opaque licensing, weak due diligence & the lack of controls on intra-EU transfers leave major loopholes vendors can exploit.
