Question not being asked: Why did the ICE agents even approach the car to arrest the driver? It's not a crime to be parked in the street or even blocking street. It's a traffic violation. No legal basis to immediately arrest a person for this low level traffic issue. Cops just give you a ticket.

if you read the DOJ's own regulations on federal agents using deadly force you will see the ICE agent clearly violated that today.
DOJ's own website tells federal officers: "Deadly force may not be used solely to prevent the escape of a fleeing suspect." And "Firearms may not be discharged solely to disable moving vehicles." What happened in Minn by federal agent violates the law

The number 1 issue by far for Americans is being unable to afford basic necessities. How does Trump respond? He bombs Venezuela, renames the Kennedy Center after himself, builds a $400 million ballroom to honor himself and is building an Arc de Trump in Wash DC to honor himself. This is the GOP!
