Met dank aan de laffe politici die jaar na jaar een verbod tegenhielden en vervolgens, toen het verbod eenmaal een feit was geworden, besloten dat er toch eerst een "overgangsperiode" nodig was. Bang voor een criminele industrie en hordes aan troglodieten.
