Are there complementray critiques to this, about the *way* in which 'superstar' sectors are promoted?
Eg, academic research is key for any life sciences strategy in the UK, but the abandonment of HE institutions to market forces is hugely damaging, both to scientific ambition and equitable growth.

Who is meant to grow, and in what way?
