そうなんでしょうね。こういう具合に和声的なパッセージで途中から「８度」になるのは他にも類例があります。(添付図は、ベートーヴェンの交響曲第３番終楽章の一部。それまで和音を構成しながら進んできたオーボエとファゴットが351小節付近で8度進行になる)
ただ、今回は「内声部」で行われている、というのがちょっと珍しいな、と感じたのです。これによってどんな効果が得られるのかな~、と考えてみたくなりました。

The string part of the 3rd movement in Beethoven's Symphony No.9. About 18 measures from the beginning are shown.
It seems to be "S-A-T-B" style harmonics, but, in the 12th - 13th measure, the 2nd violin and viola make a continuous octave and what is called a "parallel octave" in harmony is occurring. If this were harmony excersise, it would be regarded as a "wrong solution".
