I jumped into the Warhammer cult myself (T'au flavour), mainly because I was always interested and only one friend in my friends group plays. Didn't want him to solo the hobby/game.

If this doesn't include re-instating a carbon tax, nixing any AI / AI datacentre planning, and forcing better green power adoption by provinces, then this is just nice words and no intended action behind them.
