It was really the flashing of the high beams that pissed me off. You can't really see it in the video but they just started flashing them really quickly at me. Now instead of looking at the crosswalk I'm about to drive over I've been blinded by this driver.

Worst case you could replace any bad internal components from a donor 3DS and you'd keep the shell.

Poke the battery a bunch without moving the screen to make sure it isn't the battery. If it can stay on while closed that would be an even better way to test.
