at UH, we pay so much money for these parking passes and for parking lots close to our department buildings, just for them to either not have enough parking to accommodate for everyone or for our lots to be blocked off on game days to only be made available to people with special privileges!

no offense to my lawyer friends but this to me has always been the danger of letting lawyers claim the constitution for themselves. "ah but if we define this word that way and refer to this precedent here then it could mean this instead." yeah, it could. but it doesn't!
