Other way around IIRC; the US first built refineries capable of "coking" and "cracking" ultra-heavy crude oil from Venezuala. After said supply was disrupted primarily due to sanctions we substitued it with Canadian Tar Sands oil.

I do agree with you the Israeli government would prefer Hamas remain the civilian authority in Gaza to reduce international criticism of IDF action. I guess I don't know if that dynamic is actually as important as folks think given the way Israel's Western backers have reacted to the IDF

I mean Hezbollah doesn't officially govern anything and the IDF carries out systematic targeting of construction workers in Southern Lebanon on the justification that any kind of built infrastructure on Lebanons side of the Blue Line is a potential staging point for an Oct. 7th style attack.
