They saw it as a part of their plan to peel off farmers and adjucent votets from the GOP. Funnily enough I just read today there was no statistically significant observable increase in Democratic support in area's with high spending the BIL/CHIPS Act/IRA(sob)

Uhhh yes and no, there was pre-existing pro-ethanol legislation on the books but the Biden admin also issued several pro-biofuel regulations and I'm pretty sure supported the additional biofuel subsidy components of the IRA/former BBB during the crafting of the bill, didn't oppose them at least.

They do this thing a lot where they cancel any government program that benefits foreigners in anyway, then restart it when it becomes clear these programs are designed to split the benefits with the American public. Would have thought they'd realize they're all like that by now.
