Yeah, I’m from The Netherlands where a lot of smaller towns have a train station. It’s awesome. Often they don’t get express trains, but a lot of the lines have two local trains per hour and I don’t think there’s any with less than hourly service.

Yeah, that’s clearly the way to go. Also other triggers for zoning overrides are possible. Transit was not a bad one, but neither are college campuses, and just plain land value per dwelling unit.

There are a lot of higher end jobs you normally mostly see in cities (ag colleges are an anomaly, there’s two hospitals in the county, and West Sac is a burb of Sac) but also Woodland and Winters have, ya know, lumber yards and canneries.

I understand that to get the thing to pass it was helpful to exempt counties where it wouldn’t have much impact. But the housing crunch is real even in rural counties, just on a different scale. Rents are lower but so are incomes.

If you had euro style regulations/signaling allowing light rail and mainline to mix, you could have a loop out from Sac to West Sac to Davis to Woodland to the airport back to Sacramento largely on existing track… and still not get to 15 stations within Yolo County limits.

Fundamentally, this is a rural county. It just happens to contain a UC campus that drives up housing demand.

There’s no way you get to 15 stations in any sensible plan. You could have a CC infill station in West Sac and run a DMU on the branch line from Davis to Woodland and then you’d have 3.

SB79 requires 15 passenger rail stations in the county though. Yolo County has one and could perhaps have… three if you added an infill station in West Sac and a DMU rail bus on the branch line to Woodland?

Yolo is a bit special. There’s lots of potential sites (old single story commercial, parking lots, even greenfield) within a mile of UC Davis. The students just bike.

SB 79 passed with lots of exceptions and carve outs. My entire county appears to be exempt. But. It really does a lot of upzoning. And it shows that it’s possible to shape land use policy for the common good rather than just for helping local politicians elect their electorates.
