I think I’m on Mayor Frey’s side here. President Trump could respond to a police-ICE confrontation by invoking the Insurrection Act and put Minneapolis under martial law. If you think he wouldn’t, you haven’t been paying attention.
This is a bullshit answer. With very few exceptions the ICE guys do not want to die for this regime. Conceding the law to the imagined threat of violence is asinine. If “your” cops feel this way that’s their problem, too.
