Honestly, since guard units are understaffed and have less resources, it's just way easier for SM to carry their weapons during times they instructed to have them. Otherwise, they would need 24hr watch in the secure truck or in whatever weapons cage that they can scrounge up.

My grandmother used to put down chicken wire under her mulch to prevent the little devils from digging them up, and they would just just drag up the wire.
