*Richard Hosey of Hosey Development* is 1 of 3 developers seeking to rehabilitate Fisher Body Plant 21. Jackson Asset Management and Lewand Development are the other developers.

Don't take my word for it...here's the word straight from the Legal Notice on the Detroit CBO:
December 16, 2025 at 12:46 AM
Specifically, a SINGLE NAC member is 1 of 4 on the Enforcement Committee and a non-voting member, at that.

This is a glaring limitation of the CBO, as is how it is determined which of the NAC members become the NON-VOTING member of the Enforcement Committee.

Glaring omissions abound!

The person posing the question was right to question how enforcement works when a developer is in non-compliance.

This is a glaring limitation of the CBO.

I meant 21 days to investigate (not complain) lol 😆but it was a Freudian slip, I promise!

A: No direct response.

Meeting is just about adjourned after everyone is thanked and holiday greetings extended. It is 7:32 p.m. EST
December 16, 2025 at 12:32 AM
Q: Jason Lendy (?sp) Will some funds be provided so neighborhood organizations can fund community events?

A: No restrictions on what community wants to have.

Q: NAC (Chenita) - says mutual aid funds could be used for coats, emergencies, and wonders if building will be part of these efforts?

I believe the point he was making was ensuring equity (apartments) throughout the building but it did appear that there would be certain units on the east side of the building in terms of numbers that must be met.
December 16, 2025 at 12:29 AM
Difficult to hear questions from the public.

Response: Making sure that we are accomplishing rent-restrictive units on east side of building and ensuring income and rent-restricted units are throughout the building.

Wants to be proud of every single unit we sell, he says.
December 16, 2025 at 12:28 AM
Response: For 50% and 80% AMI there is a cap on how much income a person can make.

ℹ️AMI = area median income

***Some apartments will be rent and income restricted***
December 16, 2025 at 12:25 AM
Difficult to hear next speaker...something about an older person needing affordable housing, too.

Response: Income-qualified units do not fluctuate based on income and are capped at that rent amount. Person must make a certain income so apartment will be income-restricted.

Affordability discussion.

So far, no question from this speaker.

2nd speaker...
Response: each April or May, MSHDA will come out with a schedule of maximum rent per income level that includes a utility allowance. Believes $1050-1150 for a studio and increases with each bedroom. 80% AMI is upper cap of "affordable".

Online NAC member asks CRIO if representative is still available? (Yes). What is the protocol for enforcing the CBO or some aspects out of compliance to allow developer to come back into compliance? What happens if developer does not comply?

We are in general Q&A at this point.

A member of the public is discussing the history of the Fisher family, automotive needs and production.
December 16, 2025 at 12:16 AM
Calls for public comment. It is 7:13 p.m. EST.

Cross-talk as there is some discussion in the background...
December 16, 2025 at 12:14 AM
to complain.

CRIO actually says out loud this is "rare". Ok.

Can not give "real-world examples" how it would be addressed but will reach out to the City of Detroit General Counsel.

Great! *extreme sarcasm*

Mr. Calloway asks about National Parks Service be involved with the atrium...they did not agree with the developer plans.

Developer answers: Historic places and buildings are given a tax credit but must comply with monitoring and approval by the state and then federal authorities.
December 16, 2025 at 12:09 AM
Question from Mr. Lacey (?sp) wondering if legacy business owners will be allowed to benefit from home repair and other funding.

Only focused on single family, owner-occupied homes (no businesses or nonprofits may apply/be eligible).
December 16, 2025 at 12:07 AM
Public commenter asks when this building will be enclosed.

Response from developer: over the course of 2026 as they put in windows and throughout the year and late 4th quarter is the expectation.
December 16, 2025 at 12:06 AM
Mrs. Gary says more people could have benefitted and I believe that local media should follow-up with her.

Would like to know if the proposal she presented could be implemented. Response: they will make it publicly accessible.
