What is "plenary authority" and why is it a big deal that Miller said that Trump has it over the national guard?

He then fully stopped talking and just blinked at the camera, as if he realized that he said the quiet part out loud. "Plenary authority" means "complete power over a particular area with no limitayions". It is equivalent to ruling by decree, which us how Mussolini, Stalin or Hitler governed. Having "plenary authority" over the military would mean that Trump can just use the national guard as he pleases, no matter what the courts say. It's a power grab.

People handle grief differently. Funneling the player into a singular conclusion takes away the lesson that the decision intends to impart.

Respectfully, I think you missed the point.

The decision is part of the grieving process. It's supposed to make you think. A canon ending, without a choice on the player's part, robs the player of the actual hard decisions that come with grief and how to cope with it.

The choice speaks to the player's personal belief in regards to grief and how it should be handled.

I chose Maelle's ending first because as someone with a lifelong health condition, I empathized with her and it hit me hard when I witnessed what my choice resulted in.

It is not just one character's story to resolve. There are two clearly opposing forces at work as the game progresses. There would not be a way to conclude both in a singular ending that adequately expresses that either touches on.
