I know that USAID is a problematic institution that is used to provide humanitarian aid but also used also destabilize countries by way of aid...

there's nothing that screams "we're the good guys" quite like shaking a war-torn country down for half of its minerals in "payment" for the old weapons we sold them on credit. A million plus Ukrainians died defending their country with our munitions and we're already trying to collect the debt.
