Yes, a national policy would mean leaving the country to dodge taxes, which is a big ask even for these folks. That national policy would also be a much smaller annual levy because that is a match for a long-term program of social investment.

This was predictable and it was entirely down to the structure of the tax. It is not comparable to anything else that has been enacted in the US.
