After the reassessment debacle and the council's firm refusal to do anything useful, it's clear that they basically all need to go. Get me any other random collection of people; can't be much worse.

Calling on Loki for that favor is either desperate or an extremely clever ploy. Dream knows that Loki will betray him, and probably exactly how he'll do it. Hopefully he has a crazy plan cooked up.

So if the military really does have Vecna, then my assumption is that he's playing the kids. He needs to get them all into the upside down to help free him, but they wouldn't do that unless they felt like they needed to do it to save someone. So he's capturing children randomly until it works.
