Because that money was spent to suppress communism. Now that the USSR is gone and the "threat" of communism making things better for everyone feels more distant, the capitalists have moved on to trying to fabricate a new Cold War with China.
Why did the United States spend trillions to win the Cold War, so that we could end up with a President that takes orders from a Russian dictator?
