Southern governments were authoritarian regimes for most of this nation’s history, and at a minimum most still work to thwart popular will, not reflect it.

One example. Alabama doesn’t have a lottery. It would pass easily if it was put to a vote. It’s not put to a vote because elites matter more.

i think there's some degree of moral outrage at the idea that it would somehow result in the same conditions we do to other animals that we value less. but in practice as far as i understand it's primarily making use of horses at the end of their working lives
