Probably not, because nobody is going to invade Canada. If Canada enters a combat engagement, it's most likely going to be a limited air campaign. Similar to Israel's engagement with Iran where they used the F-35 to knock out radar and put Iran in the blind and then hammered with non-stealth jets.

Another thing in line with this type of export control is how Biden paused shipments of weapons to Israel. Israel was using US made bombs without guidance kits, so they were "dumb bombs". We can't tell an ally to not bomb, but we can enforce the use of guidance kits to mitigate unnecessary death.
