He's terrorizing federal workers. Some agencies have instructed employees to answer the email, some have advised against it, and some unions have said to hold tight for further instructions. All the while, no one is sure the right thing to do to keep their job.
Thinking you should decide who to promote based on an answer to an email explains a lot about the problems with his business model & products
