My status in Norway is similar. While the application is being processed I’m allowed to stay, which can take up to 2 yrs, but if I leave during that time I’d be barred from reentering because I will have overstayed. I think it’s somewhat similar to this.

My understanding is that unless they’ve been granted tps, and they probably have been, it’s something of a grey area. Not here legally but also that is intentionally not enforced.
