There is no official confirmation of Chinese weapons deliveries to Russia, but circumstantial indications persist. China has again denied accusations that it is providing Russia with lethal weapons. The comment came in response to a report from Ukraine’s State Border Guard Service that a Chinese-made Type-63 multiple rocket launcher was destroyed on the Toretsk axis, Ukrinform reported . “I am not aware of what you mentioned. Let me emphasize that China has never provided and does not provide lethal weapons to any party to the conflict,” Chinese Foreign Ministry spokesperson Mao Ning said at a briefing, responding to a question about how Chinese-made weaponry appeared with Russian forces in Ukraine. “The Chinese government strictly controls the export of military products and dual-use goods,” the spokesperson added. She declined to say whether Beijing intends to investigate how Chinese weaponry ended up in Russian hands. Beijing has repeatedly stressed that it does not supply lethal arms to Russia or other “parties to the conflict.” Intelligence, however, has indicated that since the start of Moscow’s full-scale invasion, China has rapidly increased shipments of military-purpose goods and components for drone production, and has even opened joint ventures that manufacture such items. In late September, Reuters reported that “Kupol,” a subsidiary of Russian defense firm Almaz-Antey, developed and tested a long-range combat drone in China and is seeking to establish mass production there for use in the war against Ukraine. Even if China is not directly providing weapons to Russia, the deepening of Sino-Russian trade ties—particularly the transfer of technologies used to produce arms - leads Ukraine and several European countries to view Beijing as a direct participant in the conflict.
