Hattie Scott Peterson (1913–1993) is the first known African American woman allowed to gain a degree in civil engineering, and the first woman to join the US Army Corps of Engineers in 1954.
She worked on flood risk reduction, and advocated for women in engineering and women's rights.

I would say, both distribute a portion of it to the victims AND restore the rest to Us, the People. Investigations, prosecutions & prisons come out of our taxes. These criminals should collectively pay compensation to us, too, as dissuasion for others for their ill-gained influence & predilections.

Although as a mother I empathize strongly with parents, and dislike these strong colonial overtones, as a formerly abused child I also think it important to acknowledge that each of these situations is seen first in the light of the child's safety & well-being. It's possible to read between lines.
