That’s right. There are no mountains in Basel, nor Luzern, Geneva among other places

It reads like AI slop, but indeed Switzerland has a bit too much of a tunnel for every traffic problem habit. While the Base Tunnels were effectively necessary, the plenty of other tunnels are rather an expensive quick fix made out of concrete rather than a sustainable solution.

Overall, it's the transportation authority's responsibility. Other things could also have gone wrong before the definitive opening. Not having any contingency in case of a delay seems amateurish or a political “burning the ships”-move to put pressure and create facts. Now they reap what they sow.

Departure taxes are plentiful. Often they are integrated into the ticket fee, not specially levied, and applicable to anyone leaving the country, not just citizens. The Philippines, Iran and Turkey levy or reduce the fee for foreigners; some countries only tax foreigners (like Mexico).

It has usually been around 10 – 25 € equivalent, and it's “only” applicable to Turks residing in Turkey. But indeed, it's quite unique.
