To illustrate: investing in nukes for Eastern Europe while letting France and UK fall into political disarray long before your nukes are ready would perhaps only invite Russia to rush things. Things like directly paying for Frances' nuclear protection to bolster Marcon politically also.

Yes, so investing in countering and reciprocating hybrid attacks of all kinds, from information to drones would be my priority #1. With a coalition which can act quickly.
