Why is anyone in EU and in their right mind uttering words of peace. We are in a war that fascist Russia with its partners have started, with a war economy at full speed. Use of the word "peace" should be off-limits until a 30-day ceasefire has worked out.

Yes, but 'striking' is an understatement imo. It is a further alignment between a fascist Russia and a more or less fascist US. It is an open call to be complicit in attacking Europe through hybrid warfare.
The tone towards Europe is striking, in a document that otherwise emphasizes respecting sovereignty it calls for using American power to pressure European countries to elect different leaders and to change their societies' values
As far as I can see, this nat sec strategy is far harsher on Europe than on Russia. There is no mention of a threat from Russia or of deterrence, only that "re-establishing strategic stability" is a priority. Europe is cast as a major threat to freedom. A radical, dangerous document.
