Let me be clear: the funding levels are lower than I would've liked to see in order to fully address the needs of our communities, but they are a drastic improvement on Trump's budget request and rejects the illegal reorganization of the Department of Energy and proposed cuts to NSF and the NOAA.

We have seen the devastating consequences of unauthorized wars before, and we cannot allow history to repeat itself. Congress must pass the War Powers Resolution now to re-establish its authority over military actions.
