They've all lost the plot. This wasn't a war crime because there is no legal basis to call it armed conflict. It was murder. In an international legal context under the ICC's Rome Statute it would be Crimes Against Humanity, defined as systematic attacks directed against a civilian population.
A top Republican and Democrats in Congress suggested on Sunday that U.S. military officials might have committed a war crime in President Trump’s offensive against boats in the Caribbean after a Washington Post report said that during one attack, a follow-up strike was ordered to kill survivors.

There's reference to a group member who "regularly advocates for violence against law enforcement." Traditionally, this may validate monitoring that specific person. Unfortunately, we can no longer blindly trust these types of claims from law enforcement, so I have to agree. This is very concerning.
