Mayor Frey’s inability to work with people at the state and county is holding Minneapolis back and Minneapolis residents are paying the price.

Seems like problems accumulate with comparisons: "this poetry is BETTER THAN that poetry". Poems somehow must be good in themselves, like a wholeness containing everything needed : so good in fact that all comparisons with something else are irrelevant.
