Insurance exists to earn money for its owner. To do this, premiums MUST exceed payouts. Maximise premiums. Restrict payouts - by paying, say, 50% of the actual cost, excluding types or categories of claim.

Given that Trump considers US military fallen, in cemeteries across Europe and elsewhere "losers", I'd be surprised if any members of the military feel honour-bound to Trump the man over and above their duty to their C-in-C.
I'd hope they stick to their military code of conduct regarding orders.

Dear government, here's a no-brainer: give the parliamentary commissioner for standards a rule:
For the first breach of declaration rules, a slap on the wrist. For each subsequent breach, £10k personal fine or 50% of the amount, whichever the greater. You won't do this though because, well, MPs.
