In general, I find it hard to compare biking in US vs Europe.
In Germany the minimum passing distance is 1.5 m. Speed limit within cities is lower, roads are narrower, cars on avg smaller.

Adding: if they arrive, call your lawyer to stay on the phone. And: consider that some people (regardless of immigration status) are more nervous around ice / uniforms. Give them specific permission to just state “I’m not authorized, let me get my boss / someone to speak with you”
