their respect for each other's rights would periodically 'grow back' in a way that had some connection to technological development but wasn't a 1:1 correlation. some people's rights stayed consistently at zero or near-zero in the european consciousness for centuries

i disagree - westphalia, for example, totally ignores the rights of the colonized world in a way even the spanish weren't doing in 1500 under catholic international rule, which considered the rights of nonchristians. yeah europeans were all fighting each other too but>

a lot of european nations each believe that they did the Good colonialism as opposed to some neighbor who did the Bad colonialism

there is truth to that, but (western) europeans also use their differences to wiggle out of shared complicity in colonialism and the slave trade, americans use it for bad reasons but also to take collective responsibility
