definitely a weird situation, running a `dotnet build` instead of `dotnet restore` authenticated me and now `dotnet restore` works. Didn't grab a binlog, I'm afraid.

You can reference nugets, so no? I think one possible drawback I that .NET programmers are used to looking for a csproj to know what a piece of code references and now you might need to spelunk the C# files but I’m not even sure that’s a problem, larger projects will keep using csproj.
