I'm only 3 eps in but Wonder Man is kinda hitting those same notes for me too. Just really compelling performances with very human stakes and ambitions.

lol ok, less count-y but in Godfather 2 we had a Strategy Game layer that you could call jobs for other mobsters in, and you'd see other families trying to take over your turf too. Very different fantasy but actually kind of similar mechanically to what you're thinking about

i believe there's a take on this in Pathfinder: Wrath of the Righteous, where you start with one character but there's a whole commander/war metagame layer later in the game that mixes up the gameplay. But it's not action rpg controls, it's top down point and click with pause. Might still count?

i like to think of it this way: with every structural advantage of propaganda and systemic coercion, the bastards still can only get ~27%. And there's a LOT of room for the world to improve if we take power away from the people using it to hurt people.
