Usually, when two things are so similar, if one of them beat the other it matters. Like for Texas and vanderbilt. Like for Oklahoma and alabama. For whatever reason, the committee has decided that Miami's win over Notre Dame means less than some of these other teams direct wins.

Like ND did? These are two specific teams with two specific resumes that are extremely similar except for the fact that one of them beat the other. Miami has better wins, Notre Dame has better losses. They have very similar strengths of schedule, they have very similar advanced metrics.
