Trouble with 2 is that it isn’t truly a tax if the wealthy can avoid it by either not taking loans out in the first place or by paying them off early. ☹️

True, but there are issues. 1) UG repayments now = 40 years. 2) If spiralling interest is of no consequence, why do it that way? 3) MA repayments overlay UG ones, so the tax burden is 15%, 9% from £27k and 6% from £21k. 4) Average earners‘ won’t pay loans off, but their spending power is badly hit.
