The challenge is that nobody can plan for light rail because it's been over a dozen times now that the project scope and/or timeline has changed. My read is that they were holding out for relocation benefits and they finally gave up with the latest ongoing redesign of the Delridge segment.

According to them: "Over the past several years, the building was expected to be purchased by Sound Transit. As often is the case at the last minute, Sound Transit withdrew its offer to purchase the complex. As a result of the anticipated sale, no improvements were made during that time, ..."
