The problem is compounded by the fact that it is technically hard to keep the preprints, its reviews, and the editorial decision together as a single identifiable cluster of documents that receives a “top level” PID, so to speak. I believe a consistent system of PID/DOI extension codes could help.

Beg to differ: both community-led and no fees for *all* readers and authors define Diamond OA in the @eudch.bsky.social See the 6 operational criteria for Diamond OA in our Diamond Discovery Hub. Your “free to, free to publish” would include Read and Publish deals in Diamond, which is not the case.
