That I don't know. The mechanics of implementation are pragmatic. Whatever works. The GSE would require an act of Congress and the Treasury would be in charge of setting it up. With three interested parties no one party could get out of line without court action. It's all balanced interests.

The Treasury would have a third of the voting stock of the GSE, the Fed would have a third, and the citizens would have a third. The Treasury would have a huge say on the board make-up as would the Fed. Deficits would diminish and debt would be retired. It's a win all around. Even robot owners win.

Treasury department, then handing off to the GSE with oversight by an elected corporate board. It's not foolproof of course, nothing is, but it's a solid piece of work.
