People forget that WE owe this to Ukraine. The Budapest Memorandum on Security Assurances was signed by the Russian Federation, U.S., and UK in 1994. The deal was, they give up their nuclear weapons in exchange for a security guarantee. At the moment, Ukraine is the only nation not in violation.
